| Dudley Metropolitan Borough - Brian Higgs Digital National Framework in Action Joining Spatially Based Systems
Abstract:
Dudley Council’s corporate GIS Unit has been generating digital data for around thirty years. Over this time, the numbers of GIS datasets and individual spatial records have proliferated, presenting huge data quality and management problems.
These spatial records have been digitised by many different people, to varying standards of quality, tracing features which may or may not still exist in the real world. As if that wasn’t enough, revision and updating of the Ordnance Survey’s base mapping, including Positional Accuracy Improvement (PAI), has added to the problem.
The principles embodied in the Digital National Framework (DNF) initiative are seen as a way for Dudley to improve the management of its spatial data holdings. Research and investigation has been carried out and implementation is just beginning. The whys and hows of implementing DNF from a Local Authority perspective are explored.

Biography:
Brian Higgs has been responsible for managing the Council’s corporate GIS Unit since the early 1990s. The Unit delivers geographic data within the Council and to Dudley’s schools, external partners and the public. It is involved in all aspects of the process from data capture to formulation of strategy.
Brian believes that geographical data is an important asset that should be managed effectively. He sits on numerous technical working groups, including the DNF Expert Group, where he is responsible for the Land & Property and Local Government sectors.
