| The Property Registration Authority
The Property Registration Authority in Ireland has taken the Information Society agenda to centre-stage at EU level. The Lisbon Summit in 2000 set the goal of establishing Europe as the most competitive and dynamic knowledge-based economy in the world. The PRA’s systems provide a key element of a well-functioning property market. Their Integrated Title Registration Information System (ITRIS) application is enabling the organisation to process 20,000 cases per month, whereas the former paper based approach was unable to deal with 7,000 cases per month.
Electronic access to view the register of ownership records and other title information is being used by 80% of Property Registration Authority’s potential customers. The Digital Mapping (DMapS) project will see a continuation of the reduction in turnaround times for registrations by providing further technological support to the registration process and other services. This will see a further widening of access by using a map gazetteer and the ability to view map related information.
The original business objectives for the DMapS project included:
- Supporting the electronic storage of mapping information
- Reducing the turnaround time of applications
- Providing on-line access to maps
- Providing enhanced searching facilities including geographical and spatial-based searches
- Enabling the PRA to deliver the 'Information Society Action Plan'/'Electronic Government' programme.
DMapS is a web-based, digital mapping system for recording and accessing spatial information relating to Land Title in Ireland. The system was designed and implemented by 1Spatial working with their partners Proteus Solutions Limited (Autodesk partners and builders of the front-end), IME UK Ltd (developers of the web-based viewing system), Version1 Software Ltd (provided Oracle services and acting as independent testers), and Hewlett Packard (providing a seamless upgrade from the existing hardware architecture to the latest HP SAN technology). The DMapS system is an upgrade to an existing system and is based on Oracle technology, including an Oracle 9i database, providing secure and reliable data storage and transaction management.
